Eligibility of Bidders:
Education
• Master's degree required in Public Policy, Public Administration, International Development, Development Studies, Economics, Business Administration, Management, or related fields. Background in Digital Economy, ICT Policy, or Technology Management is an advantage. PMP or equivalent certification is an advantage but not mandatory.
Professional Experience
• Minimum 10 years of progressively responsible experience in multi-country program coordination.
• Demonstrated experience managing large donor-funded programs with strict compliance and reporting frameworks (e.g., Mastercard Foundation, World Bank, EU, AfDB or equivalent).
• Demonstrated experience managing programs in African contexts (required).
• Demonstrated experience directly engaging with multi-stakeholder environments, development partners and senior government officials.
• Experience in digital economy, ICT, or innovation ecosystem programs is preferred but not mandatory.
• Experience in gender-responsive programming or women's economic empowerment is an asset.
Technical Competencies
• Strong operational skills.
• Experience managing reporting-linked disbursement environments.
• Strong documentation and compliance tracking skills.
• Budget monitoring and financial coordination experience.
• Risk identification and escalation capabilities.
