Eligibility of Bidders:
Education
• Master's degree in Gender, Development studies, Public Policy, Digital Transformation, ICT Policy, or related fields.
Professional Experience
• Minimum 8 years of progressive experience in gender mainstreaming and inclusive programs, gender-responsive programming or women's economic empowerment.
• Demonstrated experience managing gender programs in African contexts (required).
• Demonstrated experience managing donor-funded programs with strict compliance and reporting frameworks (e.g., Mastercard Foundation, World Bank, EU, AfDB or equivalent).
• Demonstrated experience directly engaging with multi-stakeholder environments, development partners and senior government officials.
• Experience in digital economy, ICT, or innovation ecosystem programs would be an advantage.
• Strong operational project management experience
• Strong experience in gender frameworks.
• Strong experience in monitoring and evaluation with gender-disaggregated data.

◦ Strong focus on measurable impact and program outcomes.
◦ High accountability, structured problem-solving, strong decision-making abilities and compliance orientation.
