4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding: a. Soundness of the Bidder’s financial position showing long-term profitability demonstrated through audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Employer, for the last three (3) years (2022, 2023 and 2024) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive. b. Minimum average annual construction turnover of US$ 28,000,000.00 (Twenty-Eight Million United States Dollars) calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (2022, 2023 and 2024). In case of a Joint Venture Bidder, one partner must meet 40% of the requirement, each partner must meet 25% of the requirement, and all partners combined must meet 100% of the requirement. c. The Bidder individually or as a joint venture must have availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is US$ 3,500,000.00 (Three Million Five Hundred Thousand United States Dollars), less its financial obligations for its current contract commitments. In case of a Joint Venture Bidder, one partner must meet 40% of the requirement, each partner must meet 25% of the requirement, and all partners combined must meet 100% of the requirement. Please update the below criteria based on the attached document d. The Bidder must have participated, as a Contractor, Joint Venture Partner, or Subcontractor, in at least two (2) contracts of similar size and nature, each with a minimum value of US$ 33,500,000.00 (Thirty-Three Million and Five Hundred Thousand United States Dollars), that were satisfactorily completed or substantially completed between 1 January 2019 and the bid submission deadline. For the purpose of this requirement, contracts of similar nature shall include construction, rehabilitation, upgrading, or improvement of national roads or highways, including asphalt pavement works, earthworks, road widening and geometric improvement, drainage and culvert works, slope stabilization and protection, retaining structures, road safety works, traffic management during construction, and climate- and disaster-resilient road infrastructure measures. The Bidder shall also demonstrate experience in implementing Environmental Management Plan (EMP), Occupational Health and Safety (OHS), and traffic management measures in road and/or highway infrastructure projects. e. The Bidder individually or as a joint venture/specialist subcontractor shall demonstrate the minimum experience in the following key activities. • Construction, rehabilitation, or upgrading of at least one national, arterial, or equivalent asphalt-concrete paved road contract with a total road length of not less than 30 km. • Execution under at least one road contract of major earthworks in mountainous, steep, or difficult terrain, including a combined quantity of soft- and hard-rock excavation of not less than 350,000 m³. • Construction or rehabilitation of drainage and cross-drainage infrastructure under at least one road contract, including not less than 5 km of reinforced-concrete, masonry, lined, or equivalent longitudinal side drains. • Construction of slope-stabilization, retaining, and road-protection works under at least one road contract located in mountainous, steep, erosion-prone, or landslide-prone terrain, including a combined quantity of grouted riprap, stone masonry, and gabion works of not less than 100,000 m³. • Successful implementation under at least one comparable road contract of environmental, social, health, and safety requirements, including the Contractor’s Environmental and Social Management Plan, occupational and community health and safety, traffic and emergency management, labour and working conditions, grievance mechanisms, incident reporting, and corrective actions. 7.
