Minutes of Pre-Proposal Conference

Feasibility Studies for New Construction of Commercial Centre at Taibessi, Dili

Venue: Conference Room of the National Procurement Commission (NPC) at Rua Balide, 
Patrimonio do Estado, Dili - Timor-Leste. 

1.	The Pre-Proposal Conference for the Feasibility Studies for New Construction of Commercial Centre at Taibessi, Dili held at 15:00 hours local time on 8 January 2025 at the Conference Room of the National Procurement Commission (NPC) at Rua de Balide, Patrimonio do Estado, Dili, Timor-Leste. This meeting was attended by the representatives from the National Procurement Commission (NPC) and Ministry of Commerce and Industry (MCI) and interested consultants in venue. 

2.	Ms. Graciete Ximenes, Junior Procurement Officer of NPC welcomed all the attendees of the meeting and gave a brief presentation on the key aspects of Request for Proposal (RFP) Document.

3.	The questions and answers session of the meeting then proceeded immediately. Questions were handled by the representatives from NPC and MCI. The Questions and Answers are attached as Clarification No. 1 and same clarification publish at designated websites.

4.	At the end of the meeting, the NPC and MCI representatives thanked all the attendees for their active participation in the meeting.

5.	The meeting was concluded at 16:30 hours local time.

Questions
1.As per SCC 41.2, there are first payment, third payment and final payment. There is no second payment. Please confirm. 
Response
The payment schedule is as follows:

•	The first payment equivalent to 20% of the contract price will be paid to the consultant after the inception report was discussed and approved by the Employer.
•	The second payment equivalent to 30% of the contract price will be paid to the consultant after the Draft Final Report was discussed and approved by the Employer.
•	The final payment equivalent to 50% of the contract price will be paid to the consultant after the Final Report was reviewed, approved and submitted to the Employer.
