INTEGRATED OPERATION AND MAINTENANCE (O&M) HERA AND BETANAO POWER PLANTS FOR THE PERIOD OF JULY 2025 TO JUNE 2028

2.	Object of the Tender:
The key objective of tendering is seeking for the  techically qualiffied and experience O&M contractor to responsible for undertaking the integrated O&M of the two diesel power plants (Hera & Betano) and ensure reliable power supply capacity to the grid in a timely manner and minimized unplanned force outages. Therefore, the EDTL, E.P. would like to invite eligible company to submit their bids for the above-mentioned tender (the Contract) through a fair, transparent and competitive bidding process in accordance with the Timor-Leste Law and international best practices and the contract to be awarded is through fairly process and the bidder to be selected shall be qualified bidder. 
3.	Type of Procedure:
The tender adopted a two-envelope system wherein the Bid comprises two envelopes submitted simultaneously, one containing the Technical Bid and the other the Price Bid, enclosed together in a sealed outer envelope.
Participation in this bidding process is open to all interested international and national Contractors


4.	Value of the Procurement:
The maximum budget for this project is US$ 59,844,269.53

5.	Bid quoted exceeds maximum budget shall rejected

6.	Proposals with a value does not reach 70% of the value of the procedure is considered abnormally low bid.

7.	Contracting in lots: N/A

8.	Place or location under the contract: Dili Timor-Leste.

9.	Duration of the Contract: July 2025 to June 2028

10.	Minimum requirement qualification documents:
Details Ceriteria were decribed in the bidding Document. The eligible company shall meet the following minimum qualifiation criteria;

1)	SOUNDNESS OF THE BIDDER'S FINANCIAL POSITION:
Submission of audited balance sheets or, if not required by the law of the Bidder's country, other financial statements acceptable to the Employer, for the last three (3) years. A Bidder's net worth calculated as the difference between total assets and total liabilities should be positive.
2)	EXPERIENCES:

a). Contracts of Similar Size and Nature (Similar Experience in Operation and Maintenance of Power Plants with engine size of W18V46).
The Bidder should have demonstrated experience as a prime contractor, joint venture member or management contractor in undertaking similar projects with at least 1 similar project successfully implemented during the last 7 years where the value of the contract equal to or exceeds of USD40,000,000.00 and these similar projects have been successfully completed or substantially completed.

The similarity of the contractor  participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics of the contract.
3. Cash Flow Capacity
Available working capital of recent year or cash in bank or stand-by line of credit from a financial institution to meet the project cash flow requirement of USD15,000,000.00 and its current contracts commitment.

13.	Place, date and time of the pre-bid meeting:

Attending the Pre-Bid meeting by a bidder is optional. If a bidder does not attend the Pre-Bid meeting, the bid will not be rejected on the ground of non- attendance of the meeting.

14.	Price of the Tender Document:

The bidding document (PDF copy in USB) can be purchased by interested applicant through filled up a form provided by Procurement Division to the address below and upon payment of a non-refundable fee of One Hundred US Dollars (US$100.00) by Bank demand draft in favor of the EDTL E.P to the one of the following Bank Account:

15.	Deadline of submission of bids:
The bid must be received in the Tender Box located at the same address specified above no later than 10:00 hour’s local time on 25 February 2025. Late bids will be rejected.

The Employer will not be responsible for any cost or expenses incurred by bidders in connection with the preparation of delivery of bids.

16.	Tender Bid Opening:
Technical bids will be opened immediately after the closing time for the submission of the bids at the same address specified above in the presence of bidders who wish to attend.

17.	Bid Security:
A Bid Security is required. The bid security shall be in the form of a Bank Guarantee with amount of US$600,000.00.

18.	Performance Security and Quality Security:
The winning Bidder is required to provide 5% of Performance and 5% Quality Guarantee as well from the value of the Contract. In case of Abnormally low bid the Performance Guarantee shall be 10%.

The Performance and Quality Guarantee must be submitted to the Competent Entity at least 5 days before the execution of the Contract in the form furnished in the Bidding Documents.

19.	Minimum Period Validty of Tender Document:
The validity of the document shall be 150 days

20.	 The Award Criteria: The Best Technical Quality 

21.	 Ratio Combined Evaluation 70% (T) & 30 (P)

22.	 The bidder who has debt with the public institution, their proposal will be 
  rejected as non-responsive bid.

23.	Obligation to pay the taxes:
The Bidder is required to pay all the applicable taxes in accorndance with the RDTL applicable law.
