2.	Object of the Tender:
The key objective of tendering process is In order to obtain compliance by third parties with their commitments to EDTL, E.P may be forced to resort to judicial enforcement of the contracts in enters into or, alternatively, to seek adequate financial compensation for the damage that EDTL, E.P may incur as a result of such non-performance. All resulting judicial and extrajudicial actions however require the specific expertise of law firms with relevant experiences to work closely with EDTL, E.P in-house legal department in order to strengthen EDTL, E.P legal response, in particular experience and capacity for international arbitration.

3.	Type of Procedure:
The tender adopted a two-envelope system wherein the Bid comprises two envelopes submitted simultaneously, one containing the Technical Bid and the other the Price Bid, enclosed together in a sealed outer envelope.

Participation in this bidding process is open to all interested international and national Law Firm. The attention of interested Firm is drawn to the qualification requirements detailed in the RFP.

4.	Place or location of executing of the activities under the contract:
Dili Timor-Leste.
5.	The maximum budget forthis as signment is US$240,000.00

6.	Proposal quoted exceeds maximum budget shall rejected.


7.	Duration of the Contract:
One (1) Year

10.	Place, date and time of the pre-bid meeting:

Attending the Pre-Bid meeting by a bidder is optional. If a bidder does not attend the Pre-Bid meeting, the bid will not be rejected on the ground of non- attendance of the meeting.

11.	Deadline of submission of bids:
The bid must be received in the Tender Box located at the same address specified above no later than 15:00 hour’s local time on 18 of August 2025. Late bids will be rejected.

The Employer will not be responsible for any cost or expenses incurred by bidders in connection with the preparation of delivery of bids.

12.	Tender Bid Opening:
Technical bids will be opened immediately after the closing time for the submission of the bids at the same address specified above in the presence of bidders who wish to attend.


13.	Minimum Period Validty of Tender Document:
The validity of the document shall be 120 days

14.	The Award Criteria:
Best technical quality and combined Rating Ratio applies 60%(Technical) & 40%(Price).

15.	Obligation to pay the taxes:
The Firm (International and National) is required to pay all the applicable taxes in accorndance with the RDTL applicable law.
